The Office of the United States Trade Representative posted on X a thread titled ‘The most ridiculous foreign trade barriers facing U.S. exporters’ that day.
USTR wrote, “You would not believe how hard some countries work to block U.S. exports,” adding, “Read the posts below to see even stranger examples. ” In the fourth of ten posts, USTR stated, “No country in the world charges its internet service providers a network usage fee. Except Korea.
” The United States has repeatedly pointed to South Korea’s network usage fee policy in the trade barriers report that USTR publishes annually. This post came as USTR has signaled a sweeping investigation into unfair foreign trade practices.
However, USTR’s claim is factually incorrect. South Korea has been pushing legislation for a network usage fee policy for years, but it still has not cleared the National Assembly.
Domestic telecom carriers such as SKT and KT argue that a network usage fee should be introduced to avoid reverse discrimination compared with foreign firms such as Google and Netflix. Not only South Korea but the European Union has also pursued imposing a network usage fee.
