Korean presidential chief and government have started to deliberate on how to utilize the excess fees expected from the semiconductor boom. Some, particularly from the left wing and academic circles, believe that due to the comments of Kim Yong-bum's 'nationwide dividend' and the soaring surge of profits amid the semiconductor boom, it is necessary to have a public discussion on the utilization of excess taxes for the prosperity of the nation and society.
청와대와 정부가 13일 반도체 호황으로 불어날 초과세수를 어떻게 활용할지를 두고 본격적인 검토에 착수했다. 진보 진영과 학계 등에서는 김용범 정책실장의 ‘국민 배당금’ 발언을 계기로, 반도체 호황으로 불어날 초과세수 활용 방안에 관한 사회적 공론화가 필요하다는 목소리가 나온다.
김용범 실장은 최근 류덕현 재정기획보좌관 등에게 초과세수 활용 방안 검토를 지시했다. 하준경 청와대 경제성장수석도 논의에 참여하는 것으로 알려졌다. 경제라인에선 반도체 슈퍼사이클이 적어도 2027년까지는 지속될 것이라고 판단하고 구조적인 논의가 필요하다는 입장이다.
이재명 대통령도 이날 엑스에 국민의힘 등을 겨냥해 “김 실장이 한 말은 인공지능 부문 초과이윤으로 발생하는 국가의 초과세수를 국민에게 배당하는 방안을 검토”라며 “일부 언론이 이 발언을 편집해 ‘김 실장이 기업의 초과이윤을 국민배당하는 방안 검토를 주장했다’는 음해성 가짜 뉴스를 유포”한 것이라고 지적했다. 정부도 청와대의 기조에 맞춰 내부 검토에 들어간 상태다. 한 재정경제부 관계자는 “초과세수를 어떻게 활용해 선순환 구조를 만들 것인지는 매우 중요한 문제이기 때문에 정부도 함께 고민하고 방안을 마련할 것”이라고 말했다.
특히 코로나19 팬데믹 시기였던 2020~2021년 반도체 업계 호황을 바탕으로 100조원 넘는 초과세수가 걷혔을 때 기획재정부 1차관으로 재직했던 김 실장의 경험이 이번 논의를 앞당긴 배경으로 풀이된다. 김 실장이 전날 페이스북에 ‘국민배당금’ 구상을 언급하면서 “2021~2022년 반도체 호황기의 초과세수는 사전에 설계된 원칙 없이 그때그때 소진했다”며 “이번 사이클의 규모는 그때와 비교가 되지 않을 정도로 클 가능성이 있다. 그걸 이전과 같은 방식으로 흘려보내는 것은 천재일우의 역사적 기회를 허비하는 일일 수 있다”고 적은 것도 이런 맥락이다.
정부와 청와대는 이러한 논의를 바탕으로 한 구체적인 방안을 다음달 발표할 하반기 경제성장전략과 8월 말 나올 내년도 예산안에 담는다는 계획이다. 손솔 진보당 대변인은 논평에서 “국민배당금은 충분히 논의할 가치가 있다”며 “국민 혈세로 구축된 산업 인프라와 전력망, 공교육이 길러낸 인재, 그리고 수많은 노동자의 헌신이 일궈낸 공동의 결실”이라고 했다. 이종필 조국혁신당 부대변인도 “정치권이 생산적 논의와 대안 마련에 나서야 할 때”라고 했다. 정흥준 서울과기대 교수는 한겨레에 “반도체 호황 사이클이 당분간 계속될 예정”이라며 “초과세수로 사회적으로 필요한 부분에 사용할 수 있지 않겠나.
청년 일자리 등 미래 세대를 위해 사용하는 것도 바람직하다”고 말했다. 그러나 국민의힘은 김 실장의 ‘국민배당금’ 발언을 강하게 비판했다. 장동혁 대표는 전날 “공산당 본색”이라고 비난한 데 이어, 이날도 “‘국민배당’은 결국 ‘청년 부채’”라고 공격했다. 송언석 원내대표도 “기업이 성과를 내면 숟가락부터 들이미는 경제관으로는 대한민국 반도체 산업도, 자본시장도 지킬 수 없다”고 했다.
더불어민주당은 국민의힘의 공세가 과하다고 맞받았다. 황명선 최고위원은 페이스북에 “김 실장의 주장의 핵심은 초과세수에 따른 국가의 재정 운용 방향이지, 기업 이익의 강제 환원이 아니다”라고 말했다. 다만 6·3 지방선거에 미칠 파장은 경계하는 분위기다. 정청래 대표는 “ 당과 대화는 없었던 것 같다”며 “솥뚜껑 먼저 열면 밥 되기 전에 설어버린다.
