The tentative agreement between Samsung Electronics and SK Hynix, two major South Korean semiconductor companies, has sparked concerns about its impact on consumer spending and real estate prices. The companies have agreed to provide their employees with substantial performance-based bonuses, which could lead to increased consumer spending and property prices in the regions where the companies are located.

고소득층 성향상 소비 진작 효과는 크지 않을 것으로 전망되지만, 두 회사 통근권 지역의 아파트 가격 상승과 고가 제품의 판매 증가가 예상된다. 21일 증권가에 따르면 삼성전자와 SK하이닉스의 올해 예상 영업이익은 각각 300조원과 250조원으로, 양사 노사 합의안을 보면, 두 회사의 내년 성과급 총액은 각각 31조5000억원과 25조원이다. 두 회사 합쳐 50조원이 넘는다. 즉 삼성전자 메모리 반도체 부문의 경우 1인당 성과급 6억원, SK하이닉스의 경우 7억원대가 예상된다.
국세청은 이날 연봉 1억원인 근로자가 6억원의 성과급을 받으면 세금이 1274만원에서 2억4719만원으로 늘어날 것으로 추정했다. 연봉 1억원의 삼성전자 메모리 반도체 부문 근로자라면 대략 4억5000만원을 수령한다는 계산이 나온다. 소득이 크게 늘어나지만 전체 물가지표나 소비지표에 주는 영향은 제한적이라는 게 전문가들의 의견이다. 고소득층의 특성상 소비가 극적으로 크게 늘지는 않을 것이란 관측이 먼저 나온다.
한국은행의 지난 2월 보고서에 따르면, 고소득층(상위 20%) 가구의 한계소비성향(늘어난 소득 대비 소비 증가)은 약 12%로 전체 평균(약 18%)의 3분의 2 수준에 그쳤다. 고소득층은 특히 일시적 소득을 금융자산이나 부동산으로 돌리는 경향이 강하다고 한다. 한은 관계자는 ‘특정 회사의 소수가 받는 돈이어서 전체 물가나 소비 지표에 미치는 영향은 미미할 것으로 예상한다’고 말했다. 자산시장에선 영향이 클 것으로 보인다.
두 회사가 위치한 경기 남부 지역의 부동산 가격을 자극할 가능성이 높다는 게 중론이다. 박원갑 KB국민은행 부동산 수석전문위원은 ‘주택 구매력이 증대하면서 동탄 등 경기 남부 반도체 벨트 지역, 두 회사에 출퇴근할 수 있는 통근권 지역 아파트의 상승 요인이 될 수 있다’고 말했다. 목돈이 들어오면 빚을 청산하거나 고율의 소득세를 피해 퇴직연금에 돈을 묻어두는 흐름도 있다. SK하이닉스의 한 직원은 ‘올해 받은 성과급은 일단 변동금리인 주택담보대출을 갚는 데 사용했다’고 말했다.
다만 이번 성과급이 소득구간별 격차를 더 벌릴 것이란 우려가 제기된다. 대기업 중에서도 최상위 소득자인 두 회사 직원들의 수억원 성과급이 몇년간 누적된다면 격차는 더 커질 수밖에 없다. 김진욱 나라살림연구소 책임연구원은 ‘성과급은 노사가 결정할 문제라 정부가 어쩔 수 없지만, 성과급이 지급됐을 때 그걸 세금으로 걷어서 어떻게 소득 격차를 메울 프로그램을 가동할지 고민할 필요가 있다’고 말했다
