개발제한구역(그린벨트) 해제를 두고도 의견을 교환한 것으로 알려졌다. 정부가 5만 가구 이상을 신규 공급하는 수도권 주택 공급 대책을 이르면 다음주 발표할 예정인 가운데 이재명 대통령은 오는 7일 2차 부동산 정책 점검회의를 주재한다. 오 시장과 김 실장은 이날 서울 중구의 한 음식점에서 오찬을 하며 서울 도심 주택 공급 확대를 위한 정부와 서울시의 협업 방안을 논의했다. 이 대통령이 지난 3일 ‘최대한 신속하게 많은 주택이 공급될 수 있도록 방법을 찾으라’고 지시한 이후 정부와 서울시 고위급 간 첫 회동이다.
오찬은 김 실장 요청으로 이뤄진 것으로 알려졌다. 김 실장은 이날 회동에서 서울의 준공업지역을 활용한 주택 공급 확대 필요성을 언급하며 서울시에 협조를 요청했다. 이에 오 시장은 준공업지역에 대한 국토교통부의 규제 완화가 필요하다고 건의했다. 현재 준공업지역 개발 과정에서는 공장 비율 등에 따라 산업시설을 최대 50%까지 확보해야 하는 의무가 있는데, 이를 30~50% 수준으로 낮추면 주택 공급 여력을 늘릴 수 있다는 것이다.
산업 기능과 주거 기능이 혼재된 준공업지역은 그동안 공동주택 용적률 제한으로 인해 주택 물량을 충분히 확보하기 어렵고 조합원 분담금 부담이 상대적으로 커 정비사업을 추진하는 데 한계가 있었다. 오 시장은 오찬 회동 직후 기자들과 만나 ‘최근 나온 정부의 부동산 대책과 관련해 우려를 표명하고 예상되는 부작용에 대해 말씀드렸다’며 ‘앞으로 부동산 정책을 시행할 때 서울시와 긴밀한 협조가 선행됐으면 좋겠다는 취지의 당부를 했다’고 말했다. 오 시장은 그린벨트 해제를 통한 주택 공급 방안에 대해서는 협조하기 어렵다는 입장을 밝힌 것으로 알려졌다. 또한 재건축·재개발 촉진 필요성을 강조한 것으로 전해졌다.
김용범 정책실장이 5일 청와대 영빈관에서 열린 교육부·국가교육위·문체부·국가유산청 등에 대한 부처 업무보고에서 이재명 대통령의 발언을 듣고 있다. 연합뉴스 이 대통령이 7일 청와대에서 2차 부동산 정책 점검회의를 주재할 예정이라고 청와대는 이날 밝혔다. 2차 점검회의에서는 수도권 주택 추가 공급 대책이 주로 논의될 것으로 보인다. 회의에는 재정경제부와 국토교통부 장관과 실무진이 참석해 구체적인 공급 후보지와 물량을 보고할 것으로 예상된다.
용산 어린이정원, 서초구 서울지방조달청 용지, 한국토지주택공사 여의도 부지, 광진구청 옛 청사, 청담고·공항고 이전 부지 등 서울 도심의 국공유지나 유휴부지가 새 공급 대상 후보지로 망라될 가능성이 거론된다. 영등포·구로 준공업지역 활용, 비아파트 공급 확대, 인허가 기간 단축 등 방안이 보고될 것으로 보인다. 이를 통해 정부는 기존 1·29 공급대책에서 발표한 수도권 6만가구에 5만 가구 이상을 추가하는 방안을 유력하게 검토 중인 것으로 알려졌다.
앞서 이 대통령은 지난 3일 순방 귀국 직후 청와대에서 7시간30분 동안 1차 점검회의를 주재하며 ‘최대한 신속하게 많은 주택이 공급될 수 있도록 가능한 공급 물량을 최대한 확보하는 한편, 가용한 행정조치와 금융·재정·규제 완화 등 신속한 공급 실현 방법을 찾으라’고 지시했다. 청와대 관계자는 이날 ‘정부는 주택 공급 확대를 위해 다각적인 방안을 검토하고 있다’고 밝혔다
