이번 사태가 민관을 가리지 않는 전방위 불매운동에 이어, 정부 표창 취소 검토와 선불카드 환급 규정 개정 움직임까지 기업 환경 전반에 대한 고강도 압박으로 확산되면서 재차 몸을 낮추는 모습으로 풀이된다. 신세계그룹은 “정 회장이 ‘5·18 민주화 운동’ 기념일에 진행된 스타벅스의 부적절한 마케팅으로 인해 상처받으신 모든 분들께 오는 26일 직접 사과의 말씀을 드리고자 한다”고 24일 밝혔다. 아울러 이번 논란와 관련해 신세계그룹 차원에서 진행한 진상조사 결과도 함께 발표할 예정이다. 해당 마케팅이 결정된 경위와, 결재와 검토 과정에 스크리닝 시스템이 작동하지 않은 과정 등이 투명하게 공개될지 주목된다.
정 회장이 다시 한번 고개를 숙이기로 한 것은 앞선 사과에도 불구하고 여론이 극도로 악화했기 때문이다. 정 회장은 지난 19일 대국민 사과문을 내어 “변명의 여지가 없는 잘못”이라며 “이로 인해 5·18 민주화 운동 영령과 유가족, 그리고 국민 여러분께 깊은 상처를 드려 그룹을 대표해 머리 숙여 사죄드린다”고 밝힌 바 있다. 그런데도 시민사회·관가·정치권에서 불매운동이 계속되는 등 논란이 가라앉지 않자 재차 사과에 나서는 것으로 보인다. 이번 사태로 인한 파장은 공공과 민간 영역 전반으로 빠르게 확산하고 있다.
부처·지방자치단체·공공기관 등은 경품 등으로 사용돼 온 스타벅스 상품권 구매를 중단하거나 공동으로 추진하던 사업을 보류했다. 민간기업들도 경품 등으로 사용하던 스타벅스 상품권을 다른 브랜드 상품권으로 교체하는 분위기다. 온라인 등에서 ‘탈벅’ 움직임도 잇따르고 있다. 정부는 최근 스타벅스에 수여했던 표창 취소 여부를 두고 내부 검토도 진행한 것으로 나타났다.
중소벤처기업부 관계자는 이날 한겨레에 “국무총리표창 취소 여부를 지난주 검토했으나, 취소 요건에 해당하지 않는다고 판단했다”고 말했다. 상훈법은 △공적이 거짓으로 밝혀진 경우 △국가안전에 관한 죄를 범한 사람으로서 형을 받았거나 적대지역으로 도피한 경우 △사형, 무기 또는 1년 이상의 징역이나 금고의 형을 선고받고 그 형이 확정된 경우에 해당할 때 훈장이나 포장을 취소할 수 있도록 돼 있다. 스타벅스는 2025년 동반성장 주간 기념식에서 동반성장 단체부문 유공 포상인 국무총리표창을 수상한 바 있다. 여기에 스타벅스의 선불 적립금 환불 조건에 대해서도 논란이 확산된 상태다.
특히 스타벅스 충전식 선불카드의 환급 규정에 대해 한국소비자단체협의회가 환급 규정 개선을 촉구했고, 공정거래위원회는 관련 규정의 개정 필요성에 대한 검토에 나섰다. 양홍석 변호사는 지난 21일 서울중앙지법에 사용하지 않은 스타벅스 카드 잔액을 반환해 달라는 지급명령 신청을 내기도 했다. 다른 지자체에 수도권 쓰레기 ‘원정 배출’ 땐, 처리비 더 물린다
