조국 조국혁신당 혁신정책연구원장이 3일 자신의 페이스북에서 송영길 더불어민주당 의원을 향해 “본연의 임무에 충실하시길 바란다”고 비판했다. 송 의원이 김지용 초대 중대범죄수사청 장 후보자를 옹호하면서 자신을 ‘책상물림’이라고 부르고, 문재인 정부의 검찰개혁 이 제대로 이뤄지지 않은 이유로 조 원장의 민정수석 기용을 거론하자 반박에 나선 것이다.
앞서 송 의원은 2일 문화방송 라디오 ‘김종배의 시선집중’에 출연해 김 후보자를 옹호했다. 김 후보자는 검찰 수사권 축소와 윤석열 당시 검찰총장 징계에 반대했던 이력 등으로 여권에서도 지명 철회 요구를 받아왔다. 송 의원은 추미애 경기도지사와 김용민 민주당 의원의 비판이 과도하다며, 추가 검증을 거친 대통령의 인선을 존중해야 한다고 주장했다. 검찰의 주요 수사 기능을 넘겨받는 중수청이 출범 초기 수사 역량을 갖추려면 오랜 경험을 쌓은 검사 출신이 필요하다는 것이다.
그러면서 노무현·문재인 정부가 비검사 출신을 법무부 장관이나 민정수석에 기용한 점을 문제 삼았다. 송 의원은 “문재인 정부 때는 변호사 출신도 아닌 조국 교수를 민정수석으로 썼다”며 “그러다 보니까 검찰 내부를 전혀 모르고 검찰개혁이 제대로 안 된 거잖아요, 그냥 책상물림 하다가”라고 말했다. 이에 조 원장은 오히려 검찰 출신이 검찰 조직과 타협할 가능성을 우려해 두 전직 대통령이 비검사 출신을 기용한 것이라고 반박했다. 그는 “가급적 법무부 장관과 민정수석을 비검사로 쓰려고 했다.
검찰 출신을 쓰면 검찰개혁을 추진하기보다는 타협할 것이라고 보셨기 때문”이라고 밝혔다. 검사 출신을 써야 한다는 송 의원의 생각에 대해선 “노무현 정부와 문재인 정부의 검찰개혁 정신과 정면으로 배치되는 관점”이라고 했다. 그러면서 조 원장은 자신도 참여연대 사법감시센터 소장으로 검찰개혁 운동을 해온 경력을 인정받아 민정수석에 임명됐다고 설명했다. 이후 검찰의 반대를 뚫고 검경 수사권 조정과 고위공직자범죄수사처 신설의 기초를 마련했다고 강조했다.
